ARTICLE II - PERIOD OF PERFORMANCE, is revised to read as follows:
"The period of performance under this contract is from December 29, 1980 through April 30, 1982."
II. ARTICLE III - CONSIDERATION AND, AYMENT, is deleted in its entirety, and the following new ARTICLE III is added:
"ARTICL: III - CONSIDERATION AND PAYMENT A.
Estimated Cost, Fixed Fee and Oblication 1.
It is es'timated that the total cost to the Government for full performance of this contract will be $248,410.00, of which the sum of represants the estimated reimbursable costs, and of which represents the fixed fee.
J 2.
Total fur.ds currently available for payment and allotted to this contract are $200,000.00 of which represents the estimated rcimbursable costs, and of which
'epresents the fixed fee.
3.
It is estimated that the amount currently allotted will cover performance through Task II which is :cheduled to be completed 10 months from the effective date of the contract.
B.
Payment The Government shall render payment to the contr:ctor in approximately thirty (30) da>q after submission of proper and correct invoices or vouchers.
Additional provisions relating to payment are contained in Clause 5.1-3 of the General Provisions hereto.
To comply with the spirit and intent of the above clause, we will not withhold fee from your vouchers until such time as 85% of the fixed-fee specified in the contract has been paid.
After payment of 85% of the fixed-fee, we will withhold further paymsnt of fixed-fee not to exceed 15% of the total fixed-fee or
$100,000 whichever is less, in order to protect the Government's interest. Of course, upon satisfactory completion of the contract, such withheld reserve will be paid to you upon submission of a i
proper voucher."

Contract No. CC, -;75 Page 3 of 4 III. ARTICLE IV - OVERHEAD / GENERAL AND ADMINISTRATIVE RATES, is deleted in its entirety, and the following new ARTICLE IV is added:
" ARTICLE IV - OVERHEAD / GENERAL AND ADMINISTRATIVE MTES A.
Pending the establishment of final overhead rates which shall be negotiated based on audit of actual costs, the contractor shall be reimbursed for allowable indirect costs hereunder at the provisional rate of percent of Direct Labor.
Pending the establishment of final general and administrative B.
rates which shall be negotiated based on audit of actual costs, the contractor shall be reimbursed for allowable indirect costs hereunder at the provisional rate of 9ercent of Total Direct Labor and Ovarhead.
C.
Notwithstanding A. and B. of this ARTICLE, said provisonal over-head and G&A rates may be adjusted as appropriate during the ter=
of the contract upon the acceptance of such revised rates by the Contracting Officer."
IV. ARTICLE VI - KEY PERSONNEL, is revised to include the addition of names of the following individualsT John Stevenson Robert Kennedy Frank Thomas ARTICLE VIII - TECHNICAL DIRECTION AND AUTHORIZED REPRESENTATIVC, is revised V.
'to include the addition of the nami of the following individual:
" John O'Brien of the NRC's Office of Nuclear Regulatory Research is hereby designated as the Contracting Officer's Project Officer (P0) for the technical aspects of this contract."
VI. ARTICLE VIII - TRAVEL REIMBURSEMENT, is deleted in its entirety and the following new ARTICLE VIII is added:
" ARTICLE VIII - TRAVEL REIMBURSEMENT _
The contractor will be reimbursed for the following reasonable domestic travel costs incurred directly and specifically in the performance of this contract and accepted by the Contracting Officer:
1.
Per diem shall be reimbursed at a daily rate not to exceed
$50.00.
The per diem amount is comprised of lodging expense plus $23.00 for meals and miscellaneous expense.
2.
When travel 1:: to one of the high-rate geographical areas listed below, actual subsistence costs shal. be reimbursed l
at a daily rate not to exceed the rates indicated:

The cost of travel by privately owned automobile shall be reimbursed at the rate of 22.5t per mile.
4.
The cost of travel by rented automobile shall be reimbursed on a re:sonable actual expense basis.
5.
All common carrier travel reimbursable hereunder shall be via econony class rates,when available.
If not available, reimburse-ment vouchers will be annotated that economy class accommodations were not available.
First-class air travel is not authorized.
6.
Receipts are required for common carrier transportation, lodging, and miscellaneous items in excess of $15.00.
7.
If foreicn travel, is required in the performance of this contract, General Provision Clause 3.5, " Preference for U. S. Flag Air Carriers,"
applies.
All foreign travel must be approved in advance by the Commission on NRC Form 445.
Additional guidance is furnished by FPR 1-1.323-3.
