Dear Judge Arter:
This is in response to your letter of January 5,1981 regarding license application material forwarded to you on December 31, 1980.
The omitted items, the Physical Security Plar and page 56 of the Technical Specifica-tions are enclosed with this lettee.
Please note that the Physical Security Plan is exempt from public disclosure pursuant to 10 CFR 2.790(d), and should be treated accordingly.
Also enclosed is the material you requested pertaining to the cobalt and accelerator facilities.
It should be noted that these facilities are not licensed by the NRC.
As you requested, I have inquired of counsel for Citizens For Nuclear Reactor Safety, Elizabeth B. Entwisle, Esq. whether she intends to amend her Petition for Leave to Intervene, fis. Entwisle indicated she will file an amenament, on or before January 16, 1981, for the purpose of supplementing the interest and standing information prov'.'ed in her original petition.
Assuming that such amendment fulfills the Staff's understanding of the Commission's interest and standing requirements. the Staff proposes the following schedule, whereby the Staff could meet with the petitioner and the licensee, prior to the special prehearing conference, for the purpose of discussion and possible stipulation of litigable contentions.
It is suggested that this schedule be the subject of a conference call to insure there are no schedule conflicts among the participants.

Filing date for Staff and licensee responser to January-26 petitioner's amendment.
Meeting between Staff and petitioner to discuss February 9 requirements for filing contentions.
February 10 Petitioner draft contentions.
February 26 Receipt of draft contentions by Staff and licensee.
March 4-11 Meeting among Staff, petitioner and licensee to discuss contentions and possible stipulations as to language and admissibility.
March 18 Filing with the Board of stipulations with areas of disagreement noted.
Staff, petitioner and licensee file statements April 1 of position on admissibility of unstipulated contentions, if any.
Special prehearing conference.
