The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 35to Facility Operating License No. NPF-3, issued to The l

Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility) located in Ottawa County, Ohio.

This amendnent was authorized by phone on Noveder 17*,1980 and was confirmed by. letter dated November 20,1950. On Noved er 17, 1980 it was discovered that the pressure transtnitters for the containment high pressure channels have not been tested on a monthly basis, as required by the Technical Specifications. As a result, the Technical Specifications required that all l

four pressure transmitters be declared inoperable and that the plant be in hot standby within one hour and in cold shutdown within 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />..The amendment revised Technical Specification Table 4.3-2 so that plant shutdown was not required within one hour, even though the pressure transmitters for the contain-ment high pressure channels have not been tested on a monthly basis. The change to the Technical Specifications applies only to the first test on each instru-I ment following the first refueling outage. Technical Specifications.

The application for the amendment comp 1ies with the standards and require-ments of the Atomic Energy Act of 1954 as amended (the Act), and the Commission's rules and regulations.

The Comission has made appropriate findings as requ' ired by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards con-sideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or' negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
