D MEMORANDUM FOR: Thomas M. Novak, Assistant Director for Operating Reactors, DL FROM:
Chang-Yang Li, Project Manager Operating Reactors Branch #3, DL
SUBJECT:
TRIP REPORT FOR THE OCTOBER 28, 1980 SITE VISIT TO THE CALVERT CLIFFS NUCLEAR POWER PLANT As a part of the auxiliary feedwater (AFW) system seismic evaluation program, the AFW system of Calvert Cliffs Nuclear Power Plant was chosen as a sample for a site visit to define the scope and depth of our continuing review of,
as-built AFW systems. Mr. Tom Novak, the Assistant Director for Operating Reactors headed the NRC team composed of Gary Holahan and Ken Herring of Operating Reactors Assessment Branch and Chang-Yang Li of Operating Reactors Branch #3.
The team was'provided a brief description of the Calvert Cliffs AFW system by Gary Pavis of Baltimore Gas and Electric Company (BG&El, and was given walk-through tour of the system guided by Brian O' Conner of BG&E. The NRC resident inspector was invited to accompany the team, but was unable to take time away from his inspection duties.
The tour began with the condensate storage tank (CST) No.12 which has a 350,000 gallon capacity and provides the primary water source for both units.
The normal source of AFW system water flows from CST No.12 through two normally open manually operated valves and a check valve in a comon line which branches to the two pumps. This source of water is designed to seismic Category I requirements and is protected against tornado missiles. The backup sources of water from CST No.11 and CST No. 21 for Unit 1 and Unit 2, respectively. Neither of these two tanks is designed to seismic Category I requirements although they were anchored at their base. Each tank is designed to serve its associated AFW system without any cross-connection to the other tank, via a single 11ne. This line includes two normally closed manually-operated valves, and is connected to the common header that feeds both auxiliary feedwater pumps. The piping runs underground from the tanks to service water room in the auxiliary building and auxiliary feedwater room in the turbine building, through the auxiliary building to the main steam penetration room. We went to the control room and reviewed the instrument and controls along with their supports and power sources. An operating procedure for initiating AFW was obtained for review and reference, and the 9101350 N (
Thomas M. Novak 2-i team identified system componends for examination. Following the system P & ID diagram, the team walked phrough all the rooms previously mentioned and reviewed pumps, piping and equipnant in these rooms. All equipment cabinets appeared to be anchored lin alcimilar manner at their bases, irre-soective of their seismic classification.
In addition, we looked at the Ab power supply, DC battery roof) and air compressdFs.
The AC power supply and the air supply are not seismically qualified. The batteries were
~
seismically qualified and their racks provided with appropriate lateral support. Lateral restraint for the instrument air lines was lacking. Alsc, in the vicinity of the AFW pumps an instrument air line was found to have a missing bolt such that a substantial load would be imparted to the air line from the part of the support still attached to the line.
The site visit indicated that even though Calvert Cliffs AFW system is seismically qualified, there are still areas where improvements can be made to the as-built, non-seismically qualified subsystems.
Although these may not be necessary for system function, reliability for automatic operation of the system would be enhanced.
