SUBJECT:

FINDINGS RELATED TO THE PROPOSED IMPORT OF SOURCE MATERIAL BY NUCLEAR TRANSPORT AND STORAGE - 250,000 KILOGRAMS - IU80018 On November 17, 1980, Nuclear Transport and Sterage, Inc., requested an amendment to License SUI-1042 to include the import from Canada of depleted uranium metal castings.

In order to up-date the licensing files, a new license designated IU80018 is being issued for this material.

The material is in the fom of depleted uranium metal castings for use as counter-weights on aircraft control surfaces, nickel plated and Cadidum plated and painted according to aircraft manufacturers paint specifications.

The material is of low specific activity and does not represent a significant radiation hazard. The environmental and radiological impacts resulting from the transportation of radioactive materials within the U.S. and from import shipments were assessed in the " Final Environmental Statement on the Transportation of Radiactive Material by Air and Other Modes, NUREG-0170, and determined to be quite low.

Imports of depleted uranium in various foms have been reviewed on a number of occasions in the past and the staff has concluded that imports of this nature are not inimical to th.? comon defense or security, or constitute an undue risk to public health and safety or to the environment.

In fact there is a general license authorizing the export of depleted uranium in the form of counterweights installed in arcraft (10 CFR 110.23b (1)). Also the import of source material is exempt from licensing requirements under certain conditions (10 CFR 110.11).

The staff recomends the issuance of License IU80018 to Nuclear Transport and Storage, Inc.
