MEMORANDlM OF UNDERSTANDING BENEEN THE OFFICE OF NUCIEAR REACIOR REGULATION AND M OFFI 0F INSPECTIW AND ENFORCDEE CDNCERNING RFIATIONSHIP OF OFFICE OF NUCLEAR REACIOR REGUIATION, OFFICE OF INSPECTICN AND BEURCEME!TI, THE REUIONAL DIRECIT AND THE REGIONAL OPERATOR LICENSING SECTION The Office of Nuclear Reactor Regulation has the primary responsibility for rec % policy and directing prograns for the licensirg of operators at reacter facilities pursuant to 10 CFR Part 55. In discha W. this responsi-bility, NRR will assign Operator Licensing Branch F2a:::iners to a regional office to perform the OLB functions in that region under the direction of a Section Tena. This document provides guidance for the Regional Director, the OLB Sec-r tion T,nar and examiners and the Offices of Nuclear Reactor Regulation and Inspection and Enforcement in fulfilling their responsibilities and duties.
OLB REUIONAL SECTION The OLB Regional Section is regensible for:
1.
Processing all operator and senior operator applications for reactors in the region, following guidance provided by NRR.
Administering all exaninations in the region. Rar e ndNg issuance cf licenses or denial of applications.
2.
Processing all operator and senior operator renewal applica-I tions for facilities in the region. Rec - nding license renewal or reexamination as a condition for renewal or denial of the application.
3.
Conducting audits of vendor training progra=s consistent with guidance provided by ?ER.

- 4 Forecasting ncnthly and quarterly travel plans for conducting exam-inations, and4Mng or adminiatering of coerator requalification examinations, and auditing of central trainir4 facilities. The Section leader will submit these forecasts to the Regional Director for information and to the Qiief, OLB for concurrence.
Handling facility related correspondence relating to OLB 5.
a.
functions in the region.
b.
Handling other correspondence relating to OLB functions as requested by the Regional Director.
6.
Meeting with industry representatives to discuss atters related to OLB.. Advises the Regional Director and the NRR Project Manager of such meetings to permit participation, if desired.
7.
Attending meetings between IE and industry representatives, including SALP metings, and assisting in preparation of I
l reports and papers that may affect OLB policy, practices, procedures and prograns, as requested by the Regional Director.
8.
Preparing appropriate reports on site visits and meetings with industry representatives.
9.
Reviewing and processing all changes to licensed operator requali--
fication prograns for facilities located in the region, including l
approval or disapproval of submittals.

. 10.
Informing the Regional Director and Chief, OG of all actions taken regarding applications processed in the region on a monthly basis.
- 11. Assure that generic issues (those beyond a single license or facility) of possible interest to OLB are identified to OLB Headquarters.
- 12. Perform work assignments that relate to OLB matters, including participation in investigation teams, as requested by the Regional Director.
s Relationship with the Regional Director The OLB Section leader will:
1.
Be supervised by the Regional Director, or his designee, for day-to-day activities, consistent with NRR directives and guidance.
2.
Perform continuing work assignments, such as replies to correspondence, as requested by the Regional Director.
3.
Follow the work schedule, travel procedures and other ad=fnintrative practices of the Regional Office.
4 Receive admfnistrative support frcxn the Regional Office. This includes:
a.
Office space and office equipment.

. b.
Clerical support. The priority of OLB work and IE work is established by the Regional Director, c.
Supputi.Ing services, such as travel administration.
REGI0tlAL DIRECIOR The Regional Director, or his designee will:
1.
Keep the Section I.eader informed on a td2nely basis of activities in the region, particularly information drich Imy be of interest to OLB that relates to licensed operator performance.
2.
Assure that the Section Imader receives copies of all inspection reports, enforcement correspondence and replies thereto for all l
reactor facilities in the region.
3.
Recmmend issuance of announcements to reactor facilities regarding OLB functions, as he believes gyive late.
r 4.
Concur in applicable correspondence to industry and the public issued by the OLB Regional Section. His concurrence is not necessary for cor-respondence prepared by OLB and released through the Regional Section.
5.
Assure that the Section members are emplying with the work schedule, travel procedures and other administrative practices of the Regional Office.
. Relationship with the OLB Regional Section.
The Regional Director will:
1.
Provide administrative unagement and support to t.he OLB Section.
This includes:
a.
Office space, equipment and supplies.
b.
Secretarial and clerical assistance, including admL*trative support of the Section's travel.
c.
Certification of the Section's Time and Attendance Reports.
REGIO!TAL DIRECIOR A!D OFFICE OF NUCLEAR REACIOR REGUIATION 1.
The Regional Director will:
Inform NRR of any dissatisfaction with the performance or a.
relationship with the Section.
b.
Coordinate with ira'on special tasks he wishes to assign to the Section.
c.
Provide a six-conth and one-year program evaluation report to the EDO. The reports should recomend changes to the program, as appropriate.
. d.
Concur in personnel actions initiated in the OLB Regional Section.
2.
The Office of Nuclear Reactor Regulation, through the Qiief, Operator Licensing Branch, will:
a.
Provide for the proper relief or augmentation, including initia-tion of personnel actions, as necessarv, for the Section Menbers, b.
Coordinate with the Regional Director, or his designee, any special tasks requested of the Section.
c.
Provide direction for the processing of applications for operator and senior operator licenses.
d.
Provide technical direction for administration of examinations at parHminv types of facilities.
e.
Act on the Section's recum-rdations concerning the issuance of licenses and denial of applications.
f.
Approve the travel schedule of the Section Members. Travel funds will be provided by NRR.
g.
Concur in correspondence that my affect the OLB program.

Recomend changes in the fmetions of the Section, based on periodic evaluation of the progr a.
i.
Provide a six-conth and one-year progra evaluation report to the EDO. D.e reports should recomend changes to the progrm, as appropriate.
The intent of this guidance is to identify responsibilities and relationships.
As situations arise, which cannot be acconnodated within this guidance and cannot be resolved with the Regional Office, the retter should be referred to appropriate Headquarters managment for resolution.
