Sechtel Power Corporation San Francisco Power Division Occket No. 99900522/80-03 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on October 20-23, 1980, it appears that certain of your activities were not conducted in accordance with NRC requirements.
Criterion V of Appendix B to 10 CFR 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance eith these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Deviations from these requirements are as follows:
Bochtel procedure EDP 4.37, Design Calculations, Section 3.0 states, "When calcu-lations and designs are based upon jreliminary data for early implementation of the tork, such calculations and designs should be subjected to the complete review procedure."
Contrary to this requirement, incorrect preliminary data, regarding compartment volumes on the Susquehanna project, were used as input to Calculation 8856-CAC-35-77.
Tho results of these incorrect preliminary data are also contained in the Susquehanna Final Safety Analysis Report, Appendix 3.6 A-1, thereby indicating that this item was not subjected to the complete review intended by this procedure to preclude such an (See DetailsSection II, paragraph C.3. for additional information).
