This refers to the QA Program inspection conducted by Mr. Ross L. Brown of this office on Octcber 27-31, 1980 of your facility at Cincinnati, Ohio associated with the manufacture of nuclear valves and to the discus-sion of our findings with Mr. E. E. Winterfeldt and members of your staff at the conclusion of the inspection.
This inscection was made to confirm that, in the areas inspected, your QA program, is being effectively implemented.
The inscection effort is not cesigned to assure that unique quality recuirements imcosed by a customer are being implemented; nor to assure that a speci'ic product, ccmconent or service provided by you to your custcmers, is of acceptable quality.
As you knew, the NRC requires each of its licensees to assume full respon-sibility for the quality of specific products, ccmponents or services pro-cured from others. You should therefore not conclude that the NRC's in-spection exempts you from inspections by an NRC licensee or his agents nor from taking effective corrective action in response to their findings.
Areas examined during the inscection and our findings are discussed in the j
l enclosed report. Within these areas, the inscection consisted of an examina-tion of procedures and recresentative records, interviews with personnel, and observations by the inscector.
Within the scope of this inscection, we found no instance wnere you failed to meet NRC requirements.
