SUBJECT:

RESOLUTION OF ISSUE CONCERNING STEAMLINE BREAX WITH SMALL LOCA By memorandum from Samuel J. Chilk, dated November 21, 1980, I was requested to resolve the differing views of NRR and AE00 regarding whether a steamline break with a small LOCA, i.e., combined primary and secondary side blowdown, should be designated as an Unresolved Safety Issue (USI).

A recent AEOD report on the problems of steam generator overfill ad combined primary and secondary side blowdown fomed a basis for further discussions with NRR and AE00. As a result of these discussions, and with the agreement of NRR and AEOD, I have directed that the following course of action be implemented:

(a) An initial scoping study on combined primary and secondary side blowdown will 'e promptly performed by RES in order to develop analysis guidelines based upon an assessment of such items as potential failure modes, influence of differing system configurations and c,.' rating parameters, and postulated limiting cases; (b) Based upon the results cf the scoping study, NRR will initiate action to have realistic combined blowdown analyses perfomed during 1981 on a specific plant in order to determine predicated system responses and the adequacy of current emergency procedures and training programs; and (c) Pending completion of (a) and (b), the issue will be considered a potential USI and a decision to include or eliminate it as a USI will be made by NRR, in consultation with AE00, prior to the USI report to Congress to be issued in early 1982.

A copy of the AE00 report on this subject, noted above, is enclosed for your infomation. This report is now under review by NRR and is being fomarded to RES for use in the scoping study.
