Dear Mr. Helfrich:
Enclosed please find a mailgram dated December 18, 1980 from Edlow International requesting that the condition to obtain prior approval for re-export to certain countries be removed.
Before taking action on this request, we would appreciate your views in accordance with established procedures as to whether the proposed amendment meets the appli-cable criteria in the Atomic Energy Act of 1954, as amended by the Nuclear Non-Proliferation Act of 1978.
Edlow also requested an amendment to allow the consignee to re-export 3.5 miligrams of Califc nium-252 from the United Kingdom to West Germany for plant start-up operations. This request has been processed by NRC.
