This is to inform you, in accordance with the requirements of the Nuclear Non-Proliferation Act, that the NRC has not completed licensing action on your export license application XCOM0315 for the export of zirconium extruded tubes to Romania through Canada for ulitmate use in the Cernavoda 1 nuclear power facility.
Favorable Executive Branch views on your license application were received by NRC on October 17, 1980. The staff completed its analysis of this case, and, on November 28, forwarded a recommendation to the Comission that the proposed export be approved. We expect final Commission action on your export license in the near future.
