Enclosed for your information is a report prepared by the Federal Emergency Management Agency (FEMA) entitled " Review of Pennsylvania REP Planning Site -
Specific to Tnree Mile Island Nuclear Station". This report, which sets forth FEMA's interim analysis, and the status, of State -and county emergency planning, was received by the NRC Staff from FEPA on January 8, 1981.
In the proposed schedule for emergency planning matters submitted to the Licensing Board at the emergency planning hearing session on October 30 and 31, 1980, the Staff nad proposed to prepare within one week of receipt of tnis FEMA report an emergency planning SLR Supplement transmitting the FEPA report and the Staff's position on overall emergency preparedness.
However, as stated on the second page of the introduction to FEPA's report, FtMA " considers the Pennsylvania State and County HEP planning to be in an initial development stage and that this is an inappropriate time within tne planning process to attempt to provice conclusive statements on the adequacy of TM1 related planning." Because FEMA is not now in a position to make conclusive findings on the aaequacy of State and local emergency planning for offsite areas and has, in the enclosed report, identified a numoer of areas where improvements would significantly upgrade the level of planning in Pennsylvania, the Staff 1s also not in a position to issue k

i 2-The NRC Staff will meet with the FEMA staff shortly to explore methods by which offsite planning might be upgraded and FEMA's review of offsite planning for purposes of the Restart proceeding completed as expeditiously as possible and will report the results of that meeting to the Licensing Board and parties.
