GENERAL ELECTRIC IF-300 SHIPPING CASK DOCKET NO. 71-9001, CERTIFICATE NO. 9001 REV 10; CERTIFICATE CLARIFICATION REVISION Gentlemen:

General Electric requests an administrative revision to Certificate of Compliance 9001, Rev.10 for the IF-300 spent fuel shipping cask.

This revision will 1) clarify the requirements for measurement of radiation associated with the IF-300 cask and 2) permit the use of the 73J Target Rock valve per Drawing 73J-001, Rev. H. J, K or L.

In order to limit the post-accident dose rate to 1 000 mrem /hr at 1

3 feet from the cask's external surface, the normal condition dose rate measurement taken prior to shipments must not exceed:

(Gacuna D/R) (11.3) + (Neutron D/R) (111.0) 11000 mr/hr The radiation criterion expressed above was originally applied to all external surfaces of the cask for wet shipments to account for l

the assumed loss of neutron shielding and cavity coolant under accident l

conditions.

GENERAL $ ELECTRIC When General Electric applied for a certificate revision to carry spent fuel in the dry shipping mode, the fact that the radiation criterion didnot apply to the cask ends when the cask carried no coolant was overlooked. For dry shipments there is no significant difference in radiation levels between the normal and post-accident conditions for the cask ends since thert is no neutron shielding water that can be lost from the cask ends.

Since radiation limits for normal transport conditions in the Department of Transportation Regulation 49 CFR 173.393 sufficiently limit the radiation levels of the cask ends for dry shipments of spent fuel in the IF-300, General Electric requests that the radiation limit expressed above not be applied to the ends of the IF-300 cask for dry shipments.

The Certificate of Compliance, Rev.10, only permits the use of the 73J Target Rock valve fabricated per Orawing 73J-001 Rev. H or J.

The first 73J Target Rock valves SN001, SN002 and SN003 were manufactured with hard seats but were later modified by the application of the soft Rulon seat as documented by Drawing 73J-001 Rev. L (see attached Figure 1). These earlier model valves are identical to the approved Revision J valve but they each have an i

extra spring and bushing which does not affect their perfonnance characteristics. The performance data on the SN002 valve were previously presented and evaluated in the "IF-300 Shipping Cask -

Consolidated Safety Analysis Report" NEDO 10084-2, October 1979, pages 6-131 through 6-140. The 73J Target Rock valve manufactured j

per 73J-001, Rev. K is identical to the approved Revision J but has a silicone rubber material instead of EP rubber for the "0" rings. This substitution has no affect on valve performance.

l General Electric therefore requests that the 73J Target Rock valves per Orawing 73J-001 Rev. K and L be added to the Certificate of Compliance for use with the IF-300 cask.

If this certificate revision is granted, the revised items of the Certificate of Compliance might read as follows:

Item 12. The cask contents shall be so limited that under no:mzi conditions of transport,111 times the neutron dose rate plus 11.3 times the gava dose rate vitt not exceed 1000 mrem /hr at three (3) feet frcm a) att external surfaces of the cask for ces shipments or b) att external surfaces except the ends (top and bottom) 1 of the cask for dry shipments. For either vet or drj shipments 49 CFR 173.393 requinments shall apply.

Item 17. The cask cavity shall be equipped with a Target Rock 73J pressure relief valve set at a pressure of 37S psig l

A (450 *F). The valve is shcun in Target Rock Corporanion Draving No. 73J-001, Rev. E,.7, X or L.
