Dear Mr. Ahearne:

Many citizens of Montgomery County, Maryland, have made me aware of their concerns about the plans of the Armed Forces Radiobiology Research Institute (AFFRI), located at the National Naval Medical Center in Bethesda, to apply for relicensing of its nuclear reactor facility. These citizens have made clear the amount of co=munity concern over potential public health and safety risks raised by having a nuclear reactor in a heavily populated area.

Since relicensing procedures are presently underwc.y, I would urge you to hold a complete set of public hearings in respense to these concerns and to restore public confidence.

I believe also that the seriousness of the situation requires a complete Environmental Impact Statement to help in your decision and to allay citizens' fears over their own safety.
