I am writing in response to your letter to Mr. Denton which asked reveral -

k-questions regarding Three Mile Island Nuclear Station.

H Regarding the exemption for the personnel air lock, Met Ed was granted ann exemption from testing the containment air lock doors after each opening.Q.

They were required to test only once every three days if the doors were being opened frequently.

You asked if inspections in the nuclear industry could be standardized.

This is already being done through the use of standard technical speciff-cations (STS). The STS contain standard surveillance requirements (tasts) for safety related equipment.

The NRC has amended its regulations to upgrade its requirements for emergency planning around nuclear power reactor sites. Enclosed is a copy of tnese new regulations. The utility which operates the Maine Yankee plant has submitted an emergency plan which would be in accordance with the new regulations. That plan is currently being reviewed by the NRC staff. In the meantime, however, Maine Yankee does have an emergency plan which was approved under the previous regulation.

With regard to your coments concerning the possible future operation of TMI-1, the Comission has ordered that a public hearing be conducted to determine whether the facility should be operated, and, if so, under what conditions the restart would take place. Prior to start of the hearings, the NRC staff is conducting a review of technical infomation concerning the restart of Unit 1.

As part of this review, the NRC staff has been conducting meetings with the licensee in the presence of the public, and the public has been given the opportunity to raise questions and to make statements. During the hearing, the technical issues which are appropriate to assure the public health and safety will also be addressed.

Board has indicated that NRC should consider the psychological impact of future operation on the nearby comunities. A copy of the Comission Order which outlines the issues to be considered is enclosed for your infomation. The hearing began on October 15, 1980, at the Nuclear Regulatory Comission Hearing Room, 25 North Court Street (Ground Floor), Harrisburg, Pennsylvania.

Mr. Dennis Roy Clark With regard to Three Mile Island Unit 2, the licensee has not yet submitted to the NRC a proposal for overall plant recovery, although the licensee is con-ducting feasibility studies.

It is not possible at this time to detennine when such proposals for recovc y may be submitted or how much time will be needed for the required reviews and approvals in connection with Unit 2's recovery.

I would note, however, that the licensee's authority to operate Unit 2, except for those actions necessary to keep the reactor shutdown, was suspended by Order of July 20, 1979.

You suggested that action should be taken against Babcock and Wilcox. That company was cited and finee $100,000.

I appreciate your concerns and assure you that every effort is being made to ensure the continued protection of the health and safety of the public, not only at the Three Mile Island Station, but als; at all nuclear power plants.
