OlNG RIVER, N.Y.11792 SNRC-514 November 5, 1980 Mr. Boyce H. Grier, Director Office of Inspection & Enforcement Region I U.S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pa 19406 IE BULLETIN NO. 80-16 SHOREHAM NUCLEAR POWER STATION - UNIT 1 DOCKET NO. 50-322
Dear Mr. Grier:
g As a follow-up to our initial response to IE Bulletin No. 80-16 on September 12, 1980 (Long Island Lighting Co., SNRC-504), we hpve the following information:
1 - The four (4) Rosemount Model 1152 Transmitters with "A"
or "D"
output codes supplied by General Electric for use in essential active safety-related applications at Shoreham have been identified as Differential Pressure Transmitters.
The investigation by General Electric shows that the ranges of the transmitters Ell-N007A and Ell-N007B, used in Service Water Flow Indication Loops, all 0-750 in., H 0 would not be exceeded in operation.
As discussed in 2
paragraph (2) of this letter, we are planning on replacing these four (4) transmitters with Rosemount Transmitters, having an "E"
output code, even though there may be no conditions for ancmalous indication in this application.
2 - Eighteen (18) Rosemount Model 1152 Differential Pressure Transmitters with "A" output codes installed in Shoreham safety-related systems have been analyzed.
There are no out of range pressures experienced in normal or transient operation.
However, in the circumstance of a blocked orifice or a break in an instrument line to the differential transmitter, full system pressure could be applied and an anomalous indication would result. The eighteen differential trans-mitters with their range, normal pressure, blocked o.'ifice pressure and service used are listed in Attachment No. 1.
The pipe sizes for the 18 differential pressure transmitters range from two (2) inches to
$0}231 iy Q
Mr. Boyce H. Grier, Director November 5, 1980 Page two 16 inches and the differential pressure transmitters supplied by General Electric, mentioned in paragraph (1) above, are in 20 and 24 inch diameter pipes respectively.
The possibilities of plugging the larger orifices in pipes six inches in diameter and above is highly improbable.
Corrective Action Although we believe no unsafe plant condition would result from our application of the Rosemount Transmitters in question, we plan to replace the Rosemount Model 1151 and 1152 Transmitters with "A"
or "D" output codes, used in Shoreham safety-related systems and which could possibly experience an over or under pressure resulting in anomalous indication.
The replacement will be by either Model 1152 or 1153 Rosemount Transmitters with output code "E".
Replace-ment will be determined by schedule needs and the availability of Rosemount 1152 or new model 1153 Transmitters.
At present, the earliest replacement date expected is June, 1981.
To assist you in evaluating the value/ impact of each Bulletin, we estimate that approximately 120 engineering manhours were expended to date.
Very truly yours, O
