The Comission continued its discussion of ATWS. There were no requirements placed on staff at this meeting.
The Comission noted that:
a.
the matter would be discussed again in mid-December and that a final version of a proposed rule (November 7 version); a draft environmental impact statement; an assessment from ELD and OGC; and an analysis from the probablistic assessment staff should be available by then (subsequently, a meeting was scheduled for the week of December 15);
b.
in response to a Commissioner Gilinsky request, staff would review the history section of the Federal Register Notice to more clearly state the shift in approach toward mitigating ATWS events; in response to a Comissioner Hendrie question, the staff would review c.
page 7 of the November 7 rule to clarify the discussion of reliability of reactor protection systems; d.
in response to a Commission Hendrie question, the staff would re-evaluate the question of using reactor head vents for safety valving; and e.
the Director, OPE, would be meeting with staff on alternates in ATWS.
