Dickinson, Director of the National Park Service, concerning Bailly. In the event that you have not yet received a copy, I am enclosing one for your information. -

On August 27, 1979, the Northern In%u Pdlic Se:vice Orpany (NIPSOD) sulritted to you a p-oposal for an alteration in the deoatering procedure at the constructicn site of the Bailly Generating Station Naclear One.

As you knew, the pctential for adverse i:: pact to the Indiana Danes National lakeshcre resulting from that preposed dewatering is of rajer concern to us. We w:rald appreciate your p cviding us with a status report cn the.Catrissicn's review of NIPSCO's revised de*atering plan.

P',. ease-include with your resp:inse copies of any ccrrespondence between NRC and NIPSCO relating to ycur review and/or approval of NIPSC')'s suh-ission. We veuld also appreciate you prev W ng us the status of your review of NIPSCO's propesal to use sh:rter pilings and the Corps of Engineers' evaluatica of that prcycsal.

It is our understanding that the i: pacts of ccastructicn deaatering will be one of the subjects for p 21ic hearings to be ccnducted prior 'a NBC's decision en whether to renew NIPSCO's construction pe=it for Bailly Naclear one. Originally these hearings were *w be held this fall. Please provide us with an updated status en the hearings, inl:luding ,

the final de e inations rade en the issues to be addressed at the hearings and the locations (s) and dates for the hearings. If hearings have not yet-been scheduled, please provide us with the be -ing dates l and location (s) as scon as this infor: ration is avaWhle.

In his October 3 letter to you, Secretary of Interier Andrus noted that the National Park Service was in the process cf convening a panel cf wetland experts to address the ecolcgical i:rpacts of mtruction devatering en the Infiana Danes Naticul Iakesh:re. Please be advised that we enact the fiul panel rescrt later this month. I have requested that the Superintendent, Indiana Danes National Lakeshort, forward copies to you and to ICPSCO as soon as this report is received.
