Dear Sir:

A. L1=iting Condition for Operation (LCO) 3.7.8.1 of the Trojan Technical Specifications, requires that a special report be provided in the event of inoperability of the Fire Suppression System.

System operability as defined by Paragraph C of the referenced LCO will not be met during relocation of a yard hydrant.

Excavation for the plant Technical Support Center (TSC) has twice caused a break in a hydrant branch line from the yard loop header (refer to letters CPY-ll73-80 dated December 11, 1980 and CPY-1180-80' dated December 15, 1980).

To prevent recurrence of the break, Engineering has completed a design to shorten the header branch line and relocate the fire hydrant.

Relocation of the hydrant is expected to require three days during which the affected section of the yard loop header will be out of service. Appropriate firewatches will be stationed and hose protection provided from operable sections of the header. A work completion date has been set for December 24, 1980.
