Dear Sir:

This submittal supplements Reference 1 and provides additional information in response to Reference 2.

We have re-evaluated our present scram system, and plan to modify the FitzPatrick Plant as necessary to meet design and performance criteria developed by the BWR Owners Subgroup.

This design and performance criteria was previously submitted to the NRC via Reference 3.

The tentative modifications presently planned for the Fit: Patrick Plant consist of the following:

- 1.

Provision of two separate instrument volumes, one for each scram discharge header, in a closer proximity to its respective scram header.

2.

Increasing the interconnecting drain line between each scram discharge header and its respective instrument volume from two inch to eight inch nominal pipe size.

3.

Provision of two automatically operated drain valves in series in the drain line from each instrument volume.

4.

Provision of two automatically operated vent valves in series in each scram discharge header vent line.

5.

Relocation of level instrumentation taps from the connecting piping to the Instrument Volume.

6.

For reliable operation of the scram discharge system instrumentation, redundant switches will be provided for each instrument volume.

The Authority plans to complete the above modifications on or about the end of 1992, contingent upon timely delivery of qualified equipment.
