The concentration of anti-f oaming agent (Nalco 71-D5) exceeded the limit of LCO NR 1.1.

This event constitutes operation in a degraded mode of LCO NR 1.1 and is reportable per section AC 7.5.2(b)2 of the Fort St. Vrain Technical Specifications.

EVENT

DESCRIPTION

On November 21, 1980, the circulating water was treated with a biocide (Nalco 321) to control algae and biological growth. The biocide contains a surfactant and its use results in foaming at the induced draf t cooling tower which is controlled by the anti-foaming agent (Nalco 71-DS). There is no analysis method available f or determining the concentration of this agent.

and LCO NR 1.1 specifies the limit as "10 ppm (as calculated)."

When the calcualtion was performed af ter the November 21, 1980, addition of anti-foaming agent, it was found that the concentration had exceeded the 10 ppm limit for about 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> and had been 11.2 ppm at peak concentration at the specified control point.

The Goosequill Ditch discharges to the farm pond which averages out any sud-den changes in plant effluent contents before discharge to the river.

CAUSE

DESCRIPTION:

The anti-foaming agent is added to the circulating water system as a batch and in sufficient quantity to suppress foaming. The concentration in the system will generally exceed the 10 ppm limit at this time. Compliance with the LCO is achieved by diluting the blowdown from the tower with raw water from the circulating water system makeup pumps before the flow enters the en-vironment. In the case of the November 21, 1980, treatment, it was found that the blowdown rate had been 800 gallons per minute rather than the 600 gallons per minute rate expected at the time. The higher blowdown rate caused the

There is no direct reading indi-cating of blowdown rate, so it is determined by reducing the raw water flow to zero and reading the total flow remaining, which was not done until the condition had corrected itself.

CORRECTIVE ACTION:

No corrective action was taken at the time, since the out of limit condition had corrected itself before the calculation of concentration was made.

A procedure will be prepared and implemented to adjust blowdown flow rate to prevent exceeding the limit of LCO NR 1.1.
