Dear Governor Thornburgh:
Attached is Resolution No. 81 passed by York City Council on May 1, 1979.
Please note under "Be It Resolved No. 3" the request that neither Unit No. 1 nor Unit No. 2 be reactivated until all measures to insure the safety and the well-being of the populace have been taken.
I note also your letter of June 22, 1979 to Joseph N.
Hendrie, Chairman of the Nuclear Regulatory Commission, in which you oppose the early reactivation of Unit No. I at Three Mile Island.
You express your concern for " considerations of human safety and security" for the people you represent.
I implore you to oppose any attempt to reopen Unit No. 1 before public hearings are completed and determinations of public safety and security are made.
The people of this area should never again be subjected to the trauma and danger of March 28, 1979.

WHEREAS, Metropolitan Edison Company, hereinafter " Met-Ed", a subsidiary of General Public Utilities, is the provider of electricity in the City of York, and WHEREAS, Met-Ed is the operator of the Three Mile Island nuclear power plant in the Susquehanna River on the shores of York County, ten miles from the boundaries of our City, and WHEREAS,*175,000 stockholders of Met-Ed and other sister utility companies in the General Public Utilities group are the owners of the Three Mile Island nuclear plant, and WHEREAS, in the early morning hours of March 28, 1979, the worst nuclear accident in the history of nuclear power generating facilities occurred in Reactor No. 2 at Three Mile Island, and WHEREAS, the Federal Nuclear Regulatory Commission, hereinafter "NRC",
has stated that the nuclear Reactor No. 2 was out of control for several hours that day, although Met-Ed officials reported that the situation was under control and that there was no danger, and WHEREAS, chare continued to exist a great potential for a core meltdown at Reactor No. 2 for several days thereafter, there continues at this time a potential health hazard due to uncontrolled radiation leaks, and the Three Mile Island facility will in the future continue to be a health risk to the citizens of South Central Pennsylvania, and WHEREAS, the NRC has reported that the accident was a result of the combination of design errors by the manufacturer, mechanical failures and human errors, such as the turning off of reserve safety c6ntrol systems for two we71s prior to the accident, and WHEREAS, nuclear technology has not at this point progressed to the extent that such potentially disastrous accidents at nuclear power plants cannot occur, as illustrated by this accident, and WHEREAS, the effects of a core meltdown at nuclear Reactor No. 2 would be unimaginable, but would include death and immediate physical suffering of many of our citizens, long-term incidious cancers and generic disorders in others, contamination of our farm lands for years, contamination of the waters of the Susquehanna River, and irreparable loss to our economic, social and educational systems, and WHEREAS, the effects of low level radiation over a period of time have been shown to cause genetic damage and cancer in humans and other mammalian systems, and

SRESCLUTICN No. 81, SESSION 1979 WHEREA3, the NRC has reported similar safety violations in nuclear Reactor No. 1 at Three Mile Island, which has also been shutdown during this nuclear emergency, and WHEREAS, a state of confusion existed following the nuclear accident resulting from conflicting reports from Met-Ed and the NRC, and WHEREAS, the Council of the City of York does not desire that its citizens be further subjected to unwarranted emotional distress and physical and economic dangers; and does not desire for its citizens, through increased taxes or directly, to pay for the costs associated with this private utility company's losses.
NOW, THEREFORE, 3E IT RESOLVED, by the Council of the City of York, Pennsylvania, that the Council of the City of York, Pennsylvania, acting in genuine concern for the safety and well-being of the citizens of the City and of the citi= ens of the South Central Pennsylvania region resolves the following:
1.
That the stockholders of Met-Ed and General Public Utilities, insofar as is possible, bear the costs associated with the Three Mile Island nuclear emergency, and that the consu=ers of electricity fro = this company and taxpayers and citizens of this area, who have no culpability with respect to this situation, not be required to pay these costs.
2.
That the York City Council supports efforts in the Pennsylvania Legislature to enact a law requiring any electric utility company to secure approval from the Public Utility Commission prior to auto =atically passing through to the consumers the costs associated with nuclear accidents in the form of increases in electric bills.
3.
That the York City Council implores the NRC to disallow
'the reactivation of either Reactor No. 1 or Reactor No. 2 at Three Mile Isicnd unless and until:
(a)
Both reactors and all auxiliary facilities'are totally decontaminated; (b)
All mechanical systems at the site are inspected by the NRC and found to be safe to the extent that no such potentially dangerous accident can ever occur again; (c)
Capable and qualified employees of-the NRC are stationed on-site at Three Mile Island twenty-four hours a day, every day of the week, forever, with independent powers to override any operational decision of the operator and to shutdown the facility in the event of threatened danger; (d)
The mechanical systens of the nuclear reactor are designed so that the operator cannot, wie.hout action by the representa-tive of the NRC, shutdown any automatic safety control systems; and 2-

The safety of the citizens from danger resulting from transportation and disposal of nuclear waste from the Three Mile Island facility be guaranteed.
4.
That a copy of this Resolution be forwarded to the President of the United States, the United States Senators from the Commonwealth of Pennsylvania, the United States Congressmen from the Commonwealth of Pennsylvania, the Governor of the Commonwealth of Pennsylvania, all members of the Senate and House of Representatives of the Commonwealth of Pennsylvania, each member of the Nuclear Regulatory Commission, each member of the Pennsylvania Public Utility Commission, and such other persons as the Council of the City of York shall designate.
