General 1.

The contents are purported to be classified as "'9w specific material."

Provide the analysis and support which demonstrates that the activity is essentially uniformly distributed. Also, shaw how the estimated average concentration per gram of contents was determined.

2.

Provide a detailed criteria of preparing the steam generator for shipment.

This criteria should include any cover plates (shielding and containment) and means of attaching to the generator.

Structural 1.

The design criteria (Section 2.1.2) as presented is not related to showing that the package meets the requirements of 10 CFR Part 71.

The design criteria should be revised to include the following items:

a.

Design loads.

b.

Maximum allowable stresses and strains.

c.

Design codes and standards that are used to determine the material properties, design limits, or methods of combining loads and stresses.

Provide the sources of the mechanical properties of materials listed in Section 2.3.

3.

Revise the drawings to show dimensions of vertical rises and horizontal distances for the lifting and tiedowns. All dimensions should be con-sistent with those to determine load of stress calculations in Sections 2.4.3 and 2.4.4 4

Based on the Von Mises criterion, the shear yield stress may be obtained by dividing the tensile yield stress by the square root of three (3).

This shear yield stress, however, has been unconservatively used as the nominal shear stress uniformly distributed over the full cross-section in the calculations of the shear-cut margin of safety for the plates

(pages 2-5, 2-14, 2-17, 2-22) and the shear pins (pages 2-16, 2-21, 2-22,2-23).. Revise calculations to reflect that the shear yield stress is the maximum shearing stress on a cross-section.

Conditions concerning vibration, water spray, free drop, and the tie-cown requirements have only been superficially addressed.

a.

Describe in detail how the steam generator is secured to the packaging by two internal straps and two internal saddles.

Provide an analysis to show the straps and saddles are capable of withstanding loads from shock and vibration normally incident to transport,

Assess the effect of water spray on the package.

c.

Assess the effect of the free drop on the package.

Assess the tie-downs to the requirements specified in 10 CFR 71.31(d).

Note that conditions of transport different from those specified in the regulations may be approved provided the controls to be exercised by the snipper are demonstrated to be adequate to assure safety of the shipment.

Shielding Provide a shielding analysis which estimates the dose rate at several points on the surface of the packaging and the surface of the steam generator.

Source terms should be consistent with radiation readings from actual steam generators.

All materials. considered in the shielding analysis should be shown on the i

drawings (steamgeneratorandouterpackaging).
