In a letter to the Board dated November 26, 1930, Staff Counsel advised the Board of 1) the Staff's receipt of a letter from the Applicants withdrawing their joint application for construction oermits and 2) the Staff's inten-tion to conduct another inspection of the Davis-Bcsse site.

The purpose of this letter is to inform the Board of a letter (copy enclosed) from the Applicants to B. J. Youngblood of the NRC Division of Licensing (dated November 26, 1980 and received in this office on December 12, 1930).

The letter from the Applicants includes 1) a description of the status of all activities performed by Applicants pursuant to their limited work authoriza-tions and 2) the plans by Applicants to redress portions of the Davis-Besse site affected by the Davis-Besse Units 2 & 3 construction activities.

The Staff will consider the information contained in Aoplicants' letter in the Staff's inspection of the Davis-Besse site to be conducted in January of 1931. As the Staff has previously stated, upon completion of that inspection, the Staff will be in a position to present its views to the Licensing Board on whether termination of the proceeding requires the imposition of any special conditions.

Dear Mr. Youngblood:

On January 23, 1980, Toledo Edison Company announced the' decision to cancel Davis-Besse Nuclear Power Station Units 2 and 3, and orally notified the NRC Licensing Project Manager of this action.

By letter dated January 24, 1980, Applicants Counsel requested that the Atomic Safety and Licensing Appeal Board terminate any further proceedings on these dockets. Your letter of November 13, 1980 has requested a formal withdrawal of our application, information concerning the status of work I

on the project and any plans Toledo Edison may have to redress the site.

On November 17, 1980, Toledo Edison formally submitted a withdrawal of its application.

Attached to this letter is a description of the status of work authorized under the Limited Work Authorizations 1 and 2.

Also addressed in the attachment are plans to redress portions of the Davis-Besse Nuclear Power Station site affected by the Davis-Besse Units 2 and 3 construction activities.

These reconditioning activities are currently planned to be completed in the Fall of 1981 except where noted. This will then return these areas to the Davis-Besse Nuclear Power Station site associated with Unit 1 operations. As always, we will respond to any questions you may have.
