Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO. 1 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHAN6I:

In our letter dated October 15, 1980 (Serial No. 815), we requested an amendment to Operating License NPF-4 for North Anna Power Station Unit No. I to revise the Appendix B Technical Specifications. The proposed changes forwarded were to make the North Anna Unit 1 Environmental Technical Specifi-cations identical in format and content to the approved North Anna Unit 2 Environmental Technical Specifications by revision of the Environmental Technical Specifications into two subsections: Part I - Radiological and Part II - Non-radiological.

Based on our discussions with members of the Staff concerning our October 15, 1980 request and the draft package dated December 12, 1980 revising the requirements for the non-radiological Environmental Technical Specifications, we hereby request that the North Anna Unit 1 Non-radiological Environmental Technical Specifications be revised to the latest Environmental Protection

' Plan. Our Station and System Nuclear Safety and Operating Committees have reviewed and approved an identical request for North Anna 2 to implement the latest Non-radiological Environmental Protection Plan for North Anna Unit 2.

The North Anna Unit 2 request will be forwarded in a separate letter.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not pose an unreviewed safety question.
