Dear Mr. Rosenthal:

Iamwritingthislettertoyoubecauseofmybackghound as a professional field biologist for many years in the Ann Arbor, Michigan area, and because of my concern over the request of the Big Rock Nuclear Plant for plant modification.

I am also a lifetime native of the state and have taken ad-vanced courses in Great Lakes Aquatic Biology at The Univer-sity of Michigan.

I support the proposed Environmental Impact Study ordered by the Board in the case of Big Rock Spent-Fuel Pool Modifica-tion.

I wish to specifically request that the very old biological studies done on what large quantities of liquid waste dis-charged into Lake Michigan do to the biological life of the Great Lake be brought up to date.

In addition, I request that studies be done upon the effects of long-term continuous venting of radionuclides into the acnosphere.

Private studies show an already high incidence of leukemia and cancer in the area around Big Rock.

Whether or not these illnesses are related to Big Rock are questions which must be answered.

Since Big Rock is engaged in fuel research that allows mixed oxides and uranium highly enriched with plutonium at their plant, any accident which would allow the contents to con-taminate the environment should receive a special study.

Because the spent-fuel pool is not connected into the back-up emergency system, insufficient cooling may occur and through unforeseen events radionuclides could escape into the atmosphere (a zirconium cladding fire or steam ex-plosion).

Rosenthal December 3, 1980 Page 2 Earlier preliminary studies done by Dr. John Robbins, Research Physicist at The University of Michigan, upon the Big Rock plant as a point source of the release of Cesium 134 into the bottom sediments of Lake Michigan should be reviewed and new studies should be undertaken at once.
