Dear Mr. Reid:

On October 24, 1980, you transmitted to the District your cocments on the Rancho Seco.afeguards Contingency Plan (Amendment No. 7 to the Security Plan), originally transaitted to NRC by the District on December 17, 1979.

In response to your co==ents the District has revised the Safeguards Contingency Plan (Chapter 11 of the Security Plan). The changes made are identified as Amendment No. 8 to the Security Plan.

Additionally, we have relocated a defensive position, added some proposed new buildings and equipment, and made several editorial changes and clari-fications within the Security Plan.

Overall, the changes made in both Amendment Nos. 7 and 8 do not decrease the level of security effectiveness at Rancho Seco.

Enclosed are five (5) complete copies of the District's Security Plan, which includes the Safeguards Contingency Plan (Chapter 11). A complete reissue was necessary due to repagination. We request that you destroy the previous copies sent to you.

The enclosures contain information of the type specified in 10 CFR 2.790(d) and should be withheld from public disclosure.

It is requested that the Rancho Seco Safeguards Contingency Plan as well as Amendments No. 7 and No. 8 to the Security Plan be approved based on this response.
