dated November 11, 1977 Gentlemen:
Baltimore Gas and Electric Company hereby requests an amendment to Operating Licenses DPR-53 and DPR-69 for Calvert Cliffs Units 1 and 2, respectively, with the submittal of the following proposed changes to Technical Specifications.
1 TECHNICAL SPECIFICATION CHANGE Change Modify table 3A-7 to identify snubbers served by a common reservoir, and to require inspection for proper reservoir hydraulic fluid level: a) within seven (7) days after startup following a major outage or following maintenance in the vicinity of the reservoir or associated piping, and b) every 31 days,+ 25%.
DiscussionThis change to Technical Specifications is necessary to provide increased surveillance of snubber reservoirs. Reference (a) suggested that more frequent surveillance vould be an acceptable method of increasing assurance that snubbers vould be highly reliable.
Our experience has snown that snubber reservoirs and their associated tubing and fittings are most i
susceptible to biting damaged during major plant outages.
i We have eraluated the merits of this approach versus such alternatives as additional analysis or remote indication and annunciation.
We feel that this provides adequate improvement in reliability assurance.

Modified pages of Unit 1 Technical Specifications are attached as enclosure 1.
Modified pages of Unit 2 Technical Specifications vill be submitted prior to startup following refueling in early 1981.
SAFETY AND E'?VIROI.HENTAL REVIER The above change has been reviewed by our Plant Operations and Safety Review Committee and Off-Site Safety and Review Committee, and they have concluded that granting of the proposed changes vill not result in a undue risk to the health and safety of the public or result in an unacceptable environmental consequence.
SCHEDULE Please note that this change vill require prompt NRC action to permit inclusion in Technical Specifications prior to startup of Calvert Cliffs Nuclear Power Plant Unit 1.
