IDENTIFICATION OF THREE MILE ISLAND SOCI0 ECONOMIC RESEARCH PROJECTS (0UTSIDE OF NRC)

Progress on my intelligence-gathering assignment related to Three Mile Island socioeconomic research efforts outside of NRC is as follows:

(1) A one-page TMI research project profile format was developed to include the following information: title of project, description of effort, extent of geographical area considered, identity of the project funders, amount of funding, names of projects directors and staff, length of project period, documentation information collected on each project and the current status of the project.

(2) For the purnoses of this assignment I included health-related projects in my definition of socioeconomic research projects.

(3) Attached are profiles of 13 research projects. Twelve of these projects are being coordinated by Commonwealth of Pennsylvania departments (Pennsylvania Department of Health and the Pennsylvania Office of State Planning and Development). These projects are various in time length stages of Nnded. Two of the projects presented are complete, one of which has a published report.

(4) There are an additional 12 projects which have been identified.

The amount of information on these projects is minimal. These will be covered in the next progress report. These projects largely represent a number of telephone and mail surveys conducted by nearby and out-of-state colleges.

(5) Contacts were made with NRC personnel, the Center for Disease Control (Atlanta), EPRI (Palo Alto) and Mountain West field personnel.

TMI RESEARCH PROJECT TITLE: TMI Socioeconomic Impact Study DESCRIPTION: This study will address the social and economic consequences of TMI.

The study will center on impacts on comercial and industrial production and employment, impacts on agricultural production and comodity consumption and food processing industries, impacts on tourism industry, impacts on state and local revenues, impacts on new residential and comercial activity, impacts on housing, impacts on community development, impacts on local government budgets, the collection and analysis data of loss and damage claim against insurance carriers of Met-Ed, technical assistance to impacted comunities and coordination of local requests for federal financial assistance.

_bAsLid-TMI RESEARCH PROJECT TITLE: Health Economics Study DESCRIPTION: Thip study will concentrate on the immediate and short term excess heafth' costs due to TMI.

Two types of data sources will be utilized. The first will be

" primary data" obtained from a household survey on personal expenditure and loss.

Approximately 1,000 households will be contacted in a five mile radius of TMI. The second type of data, " secondary data" will consist of information from institutions.

Health costs will be assessed by examining utilization patterns and trends for physical and mental services and social services one year prior to the event and one year after.

Data sources on service utilization will include the Hospital Utilization Project, Pennsylvania Blue Cross and Blue Shield, the State Employee Health Benefits Program, the Pennsylvania Department of Health and Welfare, local social service agencies, school absenteeism and work absenteeism.

All health economic results of the nuclear accident will be viewed in terms of loss to persons or institutions resulting from avoidance behavior (the cost of health hazard avoidance), the cost to the persons or institution of increased use of health care and EOG,a)PHICAL MEA (:the cost of health hazard consequences). Tril RESEARCH PROJECT TITLE: TMI Population Registry DESCRIPTION: A spkcial census will be taken of all persons living within five

miles of TMI. The information to be collected on each person consists of basic demographic data and exposure information (time spent in the TMI area between March 28 and April 7). This population will be followed over a twenty year period and monitored for cancer, genetic diseases, mental or stress - related disorders and other disorders and diseases.

r.mu n TMI RESEARCH PROJECT TITLE: Pregnancy Outcome Study DESCRIPTION: In tbe two years following the TMI accident, information on pregnancy

outcomes will be collected on all pregnancies of women living within ten miles-of TMI.

The information will be supplied by hospital medical records as well as from comprehensive interviews with the mothers at home.

Pregnancy outcome will be analyzed in relation to prenatal care, maternal characteristics and previous medical history, radiation exposure, and the emotional. impact of TMI.

Results will be compared to a similar five-year study just completed by the Bureau of Health Research in the Greater Harrisburg Area. All eleven hospitals servicing the area have agreed to participate.

ilLisL 611 TMI RESEARCH PROJECT TITLE: Congenital and Postnatal Thyroid Diseases DESCRIPTION: This study will be done in conjunction with the pregnancy outcome study.

All newborns, by Pennsylvania law, ruust be screened for congenital / neonatal hypothyroidism.

Screening data on all births to women living within ten miles of TMI will be compiled and analyzed. The children from these birthg will be followed and screened periodically for the development of thyroid diseases including tumors.

Incidence rates in the impact area will De compared to statewide and other control rates.

This study is designed as a special feature of the Pregnancy Outcome Study, as well as a special feature of the Long-Term Disease Surveill-ance Study.

ni.esL i 11 TMI RESEARCH PROJECT TITLE: Cytogenetic Effects of TMI Incident DESCRIPTION: This study will be conducted by a team of researchers at the University of Pittsburgh's School of Public Health. Laboratory studies will be performed on three (possibly four) randomly selected groups of fif ty adults each. Blood and other tissue samples will be tested for chromosome breakage and other cytogenetic abnormalities.

TITLE: Radiation Dose Assessment DESCRIPTION:The task of this project is to calculate radiation dosages for indivi-duals recorded in the Three Mile Island Census. This will require merging all existing information about radiation contamination, March 28 - April 7, in the area five miles of TMI with individual evacuation information on each person reported in the census.

The University of Pittsburgh will be working in conjunction with the Pennsylvania Department of Health.

TMI RESEARCH PROJECT TITLE: Environmental Radiation Monitoring Programs assa

DESCRIPTION:The P'ennsylvania Department of Environmental Resources (DER) is conducting continuous sampling of water, air, soil, milk and vegetation to measure radiation levels within a twenty-mile radius of Three Mile Island.

Particular concern is focused on the water discharges from Unit I and olans for clean-up of Unit 2.

A $300,000 State aporopriation appears likely to be approved to purchase additional monitoring equipment.

Supplemental requests for equipment have been foniarded to the federal government for approval.

DER is working with several federal agencies (EPA, NRC, HEW, etc.) on monitoring efforts, and data is proving to be consistent.

AGRICULTURAL RADIAT!ON MON 110 RING TMI RESEARCH PROJECT TITLE: Agricultural Product Inspection and Analysis DESCRIPTION: Milk, meat, vegetation and feed supplies have been monitored for possible contamination. Milk is continuing to be monitored on a weekly basis. The Pennsylvania Department of Agriculture has coordinated its efforts with DER, FDA and other agencies to do the work. Additional studies on low-level radiation effects on animals are under consideration.
