SUBJECT:

REPORT OF FINDINGS On Wednesday and Thursday, November 15-16, 1979, I spoke with members of the NRC's Region I(RO:I) staff who were involved with the early phases of the R0:I Incident Response Action Coordination Team (IRACT).

Discussed were the early morning scenarios of Wednesday, March 28, 1979:

At the plant, at 7:44 a.m., an off-site dose calculation was prepared by a Metropolitan Edison (ME) employee (Mr. Crawford) that predicted an off-site dose of 0.51 x 10-5 iodine and 10 R (or 40 R) per hour noble gas at Goldsboro, Pennsylvania (Exhibit 4).

By 7:46 a.m., two minutes after the calculation was prepared, an on-site reading of.5 x 10-" iodine and 1 mR/hr were recorded on the "True Source Term" calculation sheet for on-island location GE-8 (Exhibit 5).

At the R0:I office, at 7.45 a.m., the initial call of notification came in from the plant, was transferred to Mr. George Smith's office and, finally, was transferred to the IRC at RO:I.

In light of the above, I spoke with R0:I staff to determine if the calculations were reported to NRC. None of the R0:I personnel I spoke with could recall hearing of the off-site dose calculations of 10 R (or 40 R) on March 28, 1979.

In fact, they all indicated it was not until much later, during the IE invest-igation and after, did they first hear of the calculations.

REPORT OF TELEPHONE CONVERSATION On Thursday, November 15, 1979, I spoke with Mr. George Smith, Chief, Fuel Facility and Material Safety Branch, Region I (R0:I).

I asked Mr. Smith if he could recall on Wednesday, March 20, 1979, prior to departing his office to activate the IRC, hearing from, or being told by personnel of the Metropolitan Edison Company (ME) of a 10 R (or 40 R) off-site dose prediction at Goldsboro.

Mr. Smith indicated that until the recent wave of discussion about this prediction, he had not heard of the 10 R (or 40 R) predicted dose rate at Goldsboro. He said he does not recall any prediction of 10 R (or 40 R).

"In fact," he said, "there was no off-site releases so there was no reason to even ask for an off-site dose prediction."

r REPORT OF TELEPHONE CONVERSATION On Wednesday, November 14, 1979, I spoke with Mr. Eldon Brunner, Chief, ReactorOperationsandNuclearSupport,.RegionI(R0:I).

I asked Mr. Brunner if he could recall on Wednesday, March 28, 1979, between the time of the initial notification at R0:I and the activation of the R0:I IRC, hearing from or being told by personnel of the Metropolitan Edison Company (ME) of a 10 R (or 40 R) off-site dose prediction at Goldsboro.

Mr. Brunner stated:

"I did not know of the off-site prediction of 10 R at all on Wednesday, March 28, 1979. The earliest I heard of was the 600 mR at the sample station inside the plant.

e REPORT OF TELEPHONE CONVERSATION On Thursday, November 15, 1979, I spoke with Dr. Bob Bores, a Radiation Specialist at NRC's Region I (R0:I).

As.the designated liaison with the Federal and State agencies, I asked Dr.

Bores if he heard of the 10 R (or 40 R) predicted dose rate from the State early on March 28, 1979.

Dr.' Bores informed me he did not know about the 10 R (or 40 R) calculation on March 28, 1979.

In fact, he said he did not know about the calculation until the IE investigation started.
