O MEMORANDUM TO FILES FROM:

H. S. North Informal Interview: Richard W. Dubiel Supervisor Radiation Protection and Chemistry, TMI, Met-Ed By:

H. S. North & P. Sicilia on August 22, 1979 Dub 1el arrived on September 9,1974 and found an Emergency Plan in place (FSAR Amendment 28).

This plan may have been written by Herbein and Colitz, assisted by others; Dubiel had no specific knowledge.

During 1975-76 Dubiel was involved in radiological emergency drills, preparation, observa-tion, critique and followup.

In 1977 the rewrite of the plan to account for Unit 2 began and was undertaken by Len Landry, who was hired for that job. Reg. Guide 1.101 was used as a basis, however an attempt was made to make the new plan compatible with the old because of the training already provided the Unit i staff. The new plan was completed, reviewed (PORC) and approved between October 1977 and early 1978.

The final plan had been developed by Hors N.

Landry working through Dubiel in the radiological aspects. A Dubiel stated that he worked with D. Donaldson OIE/RI, and that Donaldson had stated that the plan overcommitted Met-Ed in the area of training.

Dubiel said that there was too great a delay in recalling the plant staff, Rad Chem Techs, from the on and off site ronitoring teams (Aux Operators not addressed).

By the 11-7 shift o-[ March 29 (probably 7 P.M. 3/29 to 7 A.M. 3/30) most Rad Chem Techs had returned to the plant from the teams and thO team duties were taken over by Susquehanna, Salem and NSS personnel. Subsequently a gradual decrease in the sampling frequency was followed by a reduction in the number of sampling 8012110 f M

By late April or early May releases were less than Tech Specs limits, the primary system was degassed, cooled down and the concern for major releases diminished.

Dubiel said the monitoring teams stopped working in the later part of June.

(Tsaggaris said mid-July), said to check with Len Landry on this.

Dubiel said that the Emergency Plan was modified during the 1st or 2nd week in April by Lex Tsaggaris in response to the changed conditions.

Dubiel said he had no interface with NRC on 3/28, he talked to the State. Later sis yNRC arrivedHret he recalled no talks with NRC people off-site.,'reA i

/, the One item which made a strong and favorable impression was the arrival of Karl Plumlee, OIE/RI on 3/28. Dubiel said that when rarl arrived the first thing he said was Hert h "What can I do to help"? Dubiel said he communicated directly with NRC inspectors l

in the Control Room and that he did speak with unrecalled NRC people in Bethesda on the phone about matters which he couldn't recall.

Tom Murphy, NRC, arrived on the 3rd or 4th day and was on shift with Dubiel. They talked about once every hour and Murphy was helpful.

Dubiel said Murphy coached fore h him, and helped him remember things. He said that by this time Dubiel and Mulleavy were on 12/12 and that Mulleavy had a Murphy counterpart on his shift.

Note #1, addition, p. 1 Dubiel stated that between 1974 and 1976 he dealt with C. Gallina, 0IE RI.

Since then he has worked with D. Donaldson, 0IE RI, who had stated that the plan overcommitted Met-Ed in the area of training.

Note #2, addition, p. 2 Dubiel went on to say that Karl's helpful approach meant a lot to him.

Karl was not in an inspector's role - he was there to help.

J. Higgins was also a big help.

Note #3, addition, p. 2 Dubiel went on to say Murphy was a real savvy HP guy. He had the ability to stand back and watch, like the coach on the sidelines. He was a tremendous amount of assistance.

Everyone should have one during an emergency.
