C. 20555 July 27, 1979 MEMORANDUM 0F MEETING On Tuesday, July 17, 1979, Ronald Haynes and Peter Sicilia, Jr. of the Special Inquiry team met with Gary Miller, Station Manager at Three Mile Island Nuclear Power Plant. Currently, Mr. Miller is the Superintendent of Emergency Operations.

We explained to Mr. Miller the purpose of our meeting and informed him that members from our group would probably be on site between 50 and 55 percent of the time between now and December, at which time we would publish our report.

We informed him that it would be a public document. We briefed Mr. Miller on our mission. We then had a general discussion about the TMI organizational structure; pre-accident organization of personnel and the changes that have occurred since the first of 1979.

I received from Mr. Miller a copy of their plant organization chart as of March 28, 1979. He indicated and noted on the chart the changes of personnel since January 1,1979.

He asked us that in the future, any person of the inquiry team who wants to ask him or his people questions, please have prepared questions and furnish them a copy in advance so he can prepare himself for the meeting. He informed us he wasn't interested in specific questions but general areas that we wish to discuss.

Ron then brought up the discussion about helping us determine contacts for generic areas. We asked about pre-accident contacts. Mr. Miller gave us the name of Dick Klingiman, Manager of Engineering and at one time a superintendent for Jack. He informed us that Mr. Klingiman can describe technical problems and the logic of the decisionmaking process in resolving those technical problems.

For organizational changes of personnel, he informed us that he (Gary Miller) and Mr. Seelinger, Unit #2 Superintandent, would be able to provide us with all information.

For information relating to pre-op and startup, we would talk to people involved with GPU Service Corporation, Burns & Roe, and Gunn. The specific names given to us were three individuals who were in charge of startup. Their names, Ron Tool and John Barton.

We then asked Mr. Miller about contacts for plant documentation requests and filing systems. He informed us to talk to a Mr. Logan, Unit Supt NUC, Mr.

Seelinger, and Mr. Jim Criesien.

We asked him about questionnaires for commercial operations for December 28-30 and he informed us to talk to Mr. Klinger.

Paper trails for quality assurance and quality control, he directed us to a Mr. Dan Schublin.

Dan reports to George Trofer.

In the area of plant and emergency procedures, he informed us to talk with the following people: Mark Bzilla who is the PORK secy, himself (Gary Miller), or to Mr. Seelinger. As the procedures changed, these three people would be able 80121M

. to help because we were the people involvedI All procedures in the beginning went on the computer but, of course, as time went on the CPU worked slower than the procedures changed.' Tom Faulkner can provide us with this computer informa-tion.

For emergency plans and training, he referred us to Mr. Dick Dubiel, Supt.

Radiation Protection & Chemistry, and Lex Tsaggaris.

For the training program for the plant, he referred us to Dick Zeckman. Dick interfaces directly with Jim Seelinger and Sandy Lawyer.

For licensing training, the group supervisor is Marshall Deers.

For either Unit we could discuss information with Mike Ross, and for work items we can touch base with Dan Scheblin.

We discussed the interoffice review board and he fave us the name of a Mr.

Ruppert and Jack Thorpe.

I asked Mr. Miihr where we could find documentation that might reflect an inter-face with NRC during March 28 through April 2.

Mr. Miller informed us that we would have to talk to other people involved to include F,imself (Gary Miller),

Mr. Seelinger, Mr. Dubiel, Mr. Ross, Mr. Floyd, and Mr. Potts. He also informed me that a communications log was kept in the Control Room on March 28 and on March 29 at the Observation Center by Mr. Herbein. As far as releases are con-cerned, he informed me that General Public Utilities (GPU), specifically Mr. Bob Long, has all of the logbooks. He said a review of the plant logs would reveal no comunication with NRC. He told us that late Wednesday night the interface with the NRC switched from a contact that was there to a guy by the name of Novak who reported back to Denton. We had some problems with contacts so this guy became our contact. When we talked about the general review group, Mr. Miller told us about the study ard told us to touch base with Mr. Klingiman.

Mr. Miller then advised us that management had performed a review identifying areas that management personnel and site personnel had concerns with, and these areas have been looked at. Mr. Miller informed us that he worked with the review and was one of the individuals that identified the problem areas.

He informed us that all of these managers can be found through Jack Guerin's trailer or in talking to Jack's secretary.

At approximately 10:45 a.m. on July 17, 1979, we ended the meeting.
