I am pleased to learn that substan-tial progress has been saade since the recent meeting in Bethesda, not the least of which is agre====t within the Cecraittee on criteria for dealing with non-Class I3 circuits that come into pr=4mity with associated circuita.

I Unfortunately, I understand that i impasse remains with respect to the j

routing of power cables withir e s cable spreading area. Uhile I appre-ciate the fact that the re-ni se is breaking new ground in the develop-l ment of technical guidance in the area of separation, I must also recog-nihe that this standard is urgently needed in the licensing process. As I explained to you in my letter of May 31, 1973, it was for that reason that this standard was assigned an A+ priority in our discussions with the ANSI priorities ccanittaa last su::mer.

In my letter to you of May 31, 1973, I also streised the impartance of producing a satisfactory docunent on this subject on an accelerated timetable. It does not appear that such an accelerated tis.etable is being achieved; rather, the timetable in the development of this standard appears to be dictated by the schedula of regular meetings of the Nuclear Power Engineering cr=nrei ttee in that your letter states that chances look good for final passage at NPEC's November meeting. It would seem more appropriata in this particular case to have used more expeditious measures to obtain such resolution and approval, such as a timely meeting of an ad hoe group to resolve the remaining issue and balloting by mail.

It is still our preference to be able to endorse a satisfactory ANSI standsrd in this area, but as I esplained to you in my May 31, 1973, letter, we are reactivating work on a regulatory guida on this subject.
