RESOLUTION OF THE PAT DOWN SEARCH ISSUE AT POWER REACTORS AND IMPLEMENTATION OF CERTAIN COMPLEMENTARY AND ALTERNATIVE MEASURES FOR PROTECTION AGAINST THE INSIDER THREAT This memorandum will cenfirm the coments phoned t'o Hank Blumenthal of your office by Jane Gibson c,f our office on October 3,1980.
We recommend that proposed amendments to Appendix B of Part 73 (General Criteria for Security Personnel) include verification of the credit record history for applicants of security positions.
This would ascertain if the applicant is financially responsible.
If the credit record reveals financial irresponsibility, this could infer the applicant could possibly be bribed or blackmailed to comit insider sabotage.
This above recommendation would be in addition to the proposed verification of employment data and for advising applicants of penalties for falsif,ication of employment documents.
We concur with all other 141 formation contained in the amended Comission papers on pat-down searches.
