Dear Ms. Johnson:

This letter refers to your Clinton Power Station, Environmental Report, Operating License Stage, Volumes 1 and 2. The following coments constitute our review of this document in regards to the fish and wildlife resources of the project area.

This report appears to be complete and adequately addresses fish and wildlife resource concerns. The biological monitoring programs and base-line studies were completed in a satisfactory and professional manner. Control of soil ero:; ion, by plantings and buffer strips, appears to have been completed in a connendable way.

Specific Comments Page 4.1-1; 4.1; Second Paragraph This paragraph states that the important effects of this project were the loss of cropland and replacement of stream habitat with lake habitat. Another important effect that should be included in this section is the inundation and subsequent loss of approximately 2,000 acres of bottomland timber (page 4.3-1).

This h=bitat type is important to a variety of wildlife species and is rela-tively more valuable in DeWitt County because this county is only about 3%

forested.

Page 4.2-7; 4.2.3.2; Last Sentence The statement that the area influenced by the transmission lines right-of-way has been improved as wildlife habitat needs documentation. Although ecotones are often more valuable for wildlifa, at least in species members I utilizing an individual area, DeWitt County has such meager forested areas j 5O f

o-2 that cutting right-of-ways through these areas will not improve their value to wildlife. - A habitat based evaluation system should be completed before the above referenced statement can be considered more than conjecture.
