South Texas Project Units 162 Docket Nos. S1N 50-498, STN 50-499 Limited Restart of Safety-Related Complex Concrete This letter is to update our request of October 2,1980, (ST-HL-AE-555),

relative to the restart of limited complex safety-related concrete activities on the South Texas Project. Attachment 1 sets forth current projected place-ment dates for those placements previously identified to you in the scope of the limited restart program.

We have completed action on the additional items recently established through the Resident Reactor Inspector and your staff regarding concrete correlation testing in lieu of taking samples at thrs pump line discharge, performance of user tests on cement, closeout of nonconft,rmance reports on the qualifications of Pittsburgh Testing Laboratory inspection personnel, and revision of the concrete specification and concrete procedure to incorporate the criteria agreed upon between the Division of Nuclesr Reactor Regulation and our project concerning concrete correlation testing.

Due to the completion of these items and otaers previously identified which relate to the restart of complex concrete, wa request by this letter that the Immediate Action Letter be modified allowing us to restart limited safety-related complex concrete activities in accordance with Attachment 1 to this letter and the previous concrete restart program submitted to you.
