TRIP REPORT - MEETING WITH ACORN IN PHILADELPHIA At the request of Mr. Jess Elmer, I went to Philadelphia, on October 16, 1980, to talk to a group of ACORN (Association of Community Organizations for Reform Now) members about the licensing process.

ACORN was identified to me as a national organization organized in neighborhood groups. The Philadelphia neighborhood groups are coordinated from the ACORN office in which Mr. Elmer works.

The meeting can be best characterized as anti-nuclear in general and anti-Limerick in particular. Their demand was that I stop construction at the Limerick site. After explaining that such an action was beyond by authority they asked that I relay their demand to Mr. Denton.

I told them that I would make my management aware of their desire to have construction halted at the Limerick site and am using this report to discharge that promise.

I used this opportunity to explain how ACORN can become a part to the licensing process after PECo submits its application for an OL.

I also pointed out that it is not NRC's job to set national energy policy, i.e., nuclear vs. non-nuclear energy, and that if they wished to influence national energy policy they should be sure to exercise their right to vote on election day.

Several times during the meeting, I was interrupted in my explanation of the licensing process.

I chose not to debate any of the technical points which were raised, even 1

though distortion was apparent.

In spite of the interruptions, I was treated politely and left the meeting immediately after completing my explanation f e licensing process.
