SECY-80-446 - APPROVAL OF. PROPOSED AMENDMENT TO ADD ANGOLA TO EXPORT LICENSE OF SOURCE MATERIAL (XUO8302, AMENDMENT NO. 7)
(COMMISSIONER ACTION ITEM) i This is to advise you that the Commissioners-have reviewed the subject license to the Boeing Company.
The Commission (with Chairman Ahearne and Commissioner Hendrie approving, Commissioner Gilinsky disapproving, and Commissioner Bradford
}
abstaining) has accepted your recommendation to authorize th staff to amend License No. XUO8302 to export depleted uranium to Angola Airlines, Luanda, Angola, provided that the first shipment of depleted uranium spare counterweights i
be limited to 1,000 pounds and the remaining 3,000 pounds of l
spare counterweights be shipped only as required.

In connection with his disapproval, Commissioner Gilinsky i
provided the following comments:
"I would treat exports of depleted uranium in the same manner as exports of. natural for the export of depleted uranium' grant a general license uranium.
Although our regulations in the form of counterweights installed in aircraft..'.' (emphasis added), they do not require us to permit the uncontrolled export of spare uninstalled counterweights.
The Commission should revise its regulations to require that depleted uranium be treated like natural

uranium."
In connection with his abstaining, Commissioner Bradford provided the following comments:
"I continue to feel that we should require assurances from the countries receiving i
source material that the end use is non-nuclear.
- However, because the Commission position in SECY-78-368 was to the i
contrary, I see no basis for' disapproving the requested license in this case in view of the relatively small amounts and absence of proliferation concerns in this country."
