Dear Mr. MacDonald:

In order to resolve the differences between Certificate of Compliance 5980 and our application for IAEA certification of the Model 600 for limited con-tents pursuant to the 1973 IAEA regulations, General Electric hereby re-quests that Section 5.(b)(2)(i) of Certificate of Compliance 5980 be amended as foliows:

5.(b)(2) Maximum quantity of material per package Plutonium in excess of twenty (20) curies per package must be in the form of metal, metal alloy or reactor fuel elements, and (i) For the contents described in 5.(b)(1)(1) the maximum decay heat not to exceed 600 watts and the fissile content not to exceed 500 grams of U-235, 300 grams U-233, 300 grams Pu, or a prorated quantity of each such that the sum of the ratios does not exceed unity. When the contents of this paragraph are in the form of irradiated reactor fuel, the fuel shall have been cooled for a minimum of 90 days, and no more than 1000 Ci of noble gases shall be available for release from the fuel rod plenums.

For purposes of clarification two other minor changes should be made to the Certi ficate.

The eighth sentence of Section 5(a)(2) shculd be modified in part to read:

i "For wet shipments the drain line is closed with a plug which has a melting temperature of 2000F.", and 2.

A sentence should be added to Section 7 to read:

"For dry shipments the drain line is closed with a solid stainless steel pipe plug."

The purpose of these changes is to recognize that the low melting point plug was intended for wet shipments only.

An amendment fee has been-requested by the License Fee Management Brarich (Ref. 3), and a check for this fee has been forwarded to them under separate Cover.
