BIMONTHLY REPORT ON ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT FOR THE PERIOD ENDING OCTOBER 1, 1980.
Purpose:
To inform the Comissioners of the staff's progress on the review of the environmental qualification of safety-related electrical equipment.
Discussion:
The Comission Memorandum and Order (CLI-80-21) dated May 23, 1980, requested that the staff provide bimonthly reports on the progress of IEB 79-01B response reviws.
In response to this request, the staff has prepared this, the second bimonthly report to the Comissioners.
The status of NRC activities and licensing actions are summarized below.
I.
Operating Reactors - The NRC has received ten (10) additional submittals for operating plants during this period.
Currently ten (10) plant submittals are still outstanding.
The staff also completed three (3) additional site audits which brings the total number of site audits completed to thirty-two (32).
The staff has developed a format for the IE Technical Evaluation Report (TER) on environmental qualification of electrical equipment which is consistent with the input required for subsequent staff safety evaluations.
The first TER is scheduled to be submitted to the Equipment Qualification Branch (EQB) in late November.
The remaining TER's for operating plants, are scheduled to be submitted by December 15, 1980.

. Enclosure 1 and 1A provide the current status of licensee responses ?.nd IE actions for each operating plant. Enclosure 2 provides information on licensee event reports received during this period.
II.
SEP Plants - Partial submittals have been received from all SEP plants.
None of these submittals are complete and supplemental infor-mation is. expected by November 1,1980.
Interim TER's have been received from Franklin Research Center (FRC) for four (4) plants. Two (2) addi-tional site audits have been performed during this period. All of the SEP site audits have been completed with the exception of Oyster Creek and Dresden Unit 1.
Dresden Unit 1 is currently shut down for an extended period and has requested an exemption to the schedule for equipment qualifi-cation. The staff will require that the site visit be performed and the plant safety evaluation completed before restart of the plant.
A partial site audit of Oyster Creek was performed on March 3, 1980. A follow-up site audit is scheduled for October 1980 to complete the open items. provides the current status and schedule for SEP plants.
III.
NT0L's - The NRC has received three (3) addit' anal plant submittals for NTOL plants.
The remain 3 four (4) submittals are scheduled to be submitted in November and December 1980.
Three (3) additional site audits were completed during this period.
Site audits for five (5) additional plants are scheduled.
Plant submittals are being partially reviewed by the staff prior to startup of the plant and completed along the schedule set forth in the Commission Memorandum and Order. provides the current status and schedule for NTOL plants.

. IV.
Other NRC Activities - The NRC issued supplement 2 of IEB-79-018 on September 30, 1980 to licensees of operating plants, except SEP plants and Indian Point 1 & 2 and Zion 1 & 2.
Copies were sent to these plants along with NT0L plants for information.
This supplement provided staff responses to questions raised during NRC/ Licensee meetings the week of July 14, 1980.
The staff issued orders, dated September 19,1980, to all operating plant licensees requiring that a report documenting the qualification of safety-related electrical equipment be submitted to the staff by November 1,1980.
In addition, orders are being processed by the staff to require operating plant licensees to revise their technical specifications to codify requirements for electrical equir-ment qualification.
Reviewer Workshops were held on August 12 and 13 and on September 30 and October 1 between the IE, FRC and EQB reviewers.
The purpose of these workshops was to provide a coordinated review effort and to resolve any i
reviewers problems.
V.
Potential Problem Areas Requiring Further Attention J
The staff experience on reviews of licensee submittals on equipment qualification to date has shown that addi-tional manpower will be required on this effort in order to meet February 1,1981 date specified in the Commission Memorandum and Order.
This additional manpower requirement results from the volume and detail of information submitted on each plant that must be reviewed. Additional resources are being detailed into EQB to alleviate thi,s problem.
