MEETING WITH HUD AND EPA REGARDING EDGEMONT CLEANUP ACTION PROGRAM

Purpose:

l To discuss HUD requirements and sampling protocol for Edgemont, South i

Dakota.

Place and Date:

Denver, Colorado; September 5, 1980.

Attendees:

Discussion:

On September 5,1980, G. Eadie, WMUR, and N. Wogman and P. Jackson, BPHL, met with HUD, EPA and the City of Edgemont officials in Denver, Colorado. This meeting was held to discuss the NRC's.Edgemont Cleanup l

Action Program.

Items discussed during this meeting and the agreements / conclusions reached thereon were as follows:

HRC/BPNL Cleanup Action Program contract and funding.

2.

HUD certification pro' gram and administrative mechanism for reporting. radiological survey results.

NRC/BPNL will perform grab-WL screening of entire comunity, upon homeowner's request, and such results to be _ accepted by HUD/ State.

Difficulties of HUD requiring that structures be less than 0.02WWL indoor regardless of radioactive materials source, J

.i.e'., whether tailings or natural radioactivity.

HUD, at this i

time, will not distinguish natural terrestrial radioactivity l

problems, but has identified specifically that Edgemont, South Dakota' must meet the 0.02WWL guideline, regardle'ss of source of residual radioactivity.

HUD. grab-WL testing program is limited to the corporate, city boundary of Edgemont and Dudley, South Dakota.

. NRC/BPNL surveys of vacant lots by the approved protocol shall-verify that-gamma levels are acceptable and that further 4

radiological testing of that lot, or of any future structure j

which may be built thereon, will not be required.

-scheduled to have the mobile laboratory and personnel in Edgemont about t
