OF !!EETING TO DISCUSS ADMINISTRATIVE CONTROLS SECTION OF TECHNICAL SPECIFICATIONS On April 29, 1976, members of the NRC staff met with Commonwealth Edison to discuss the above subject. Attendees are listed in the

Discussions were based on the CE submittal of April 17, 1975 as supplemented by letter dated September 12, 1975, previous discussions, the CC QA program approved by NRC on 12/29/75, standard technical specifications, and A11SI Standards NIG.1 and N18.7.
Discussions centered on the Onsite and Offsite review functions. CE has proponed an onsite and offsite review process which does not use the Committee approach. Modifications were made to the CE proposal to reficct the concerns expressed by the NRR and IE representatives. The CE repre-
'sentatives considered the modifications acceptable.
It was agreed that DOR uill send the modified specifications to the meeting I --
participants for cortnent prior to issuance.
