By letter dated April 11,1977 (enclosed), Commonwealth Edison submitted These assenblies will be the first Dresden 1 assemblies manufactured by 3=
Exxon. The bulk of the fuel assemblies remaining from previous reloads 11 were fabricated by Gulf United Nuclear and a few of the very oldest

assemblics were of General Electric manufacture. The three design p"
changes from previous reloads are (1) fuel rods of 3 different enrichments rather than 2 in an assembly, (2) thick wall cladding for fuel rods at assembly edge locations, and (3) central oriface nozzle size increase.
CE states that no technical specification changes are needed with the e
exception of revised MAPLliGR curves. These curves and the analyses in
!E support of them are not included in this CE submittal but are to be submitted no later than June 15, 1977.
Dresden Unit No.1 is now being operated by authority of an exenption to 10 CFR 50.46 issued August 21, 1975. The exemption expires December 31.
1977. The exemption was granted from the requirements regarding design and diversity of emergency systems and the diversity of energency power sources but not from the specific performance requirements of the Final Acceptance Criterda. The preliminary analysis submitted by Comonwealth Edison on November 1,1974, indicated that through the use of. systems not designed as ECCS systems and assuming offsite power would

be available in the event of a LOCA, Dresden 1 could meet the perfonnance requirements relating to peak cladding temperature, maximum cladding oxidation, maxinum hydrogen generation, coolable geometry and long tem

cooling. The ECCS analysis in support of the reload is expected to be

similar to that submitted in support of the exemption.
,c You are requested to evaluate the April 11, 1977 subnittal and the c
supplement expected about June 15,1977 and 1.
Determine if the proposed FAPLIGR curves are acceptable, 2.
Determine if any additional changes to the technical specifications are needed, and 3.
Provide a safety evaluation input to the staff safety evaluation g -
for the reload request.
