h TENNESSEE VALLEY AUTHORITY CH ATTANOOG A, TENNESSEE 37401 400 Chestnut Street Tower II October 14, 1980 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Denton:

In the Matter of the

)

Docket Nos. 50-259 Tennessee Valley Authority

)

50-260 By my letter to you dated August 6, 1980, (TVA BFNP TS 143) we submitted 40 copies of a requested amendment to licenses DPR-33 and DPR-52 to change the technical specifications of Browns Ferry Nuclear Plant units 1 and 2.

The proposed technical specifications were to allow operation of Browns Ferry units 1 and 2 with a modified electric distribution system. This letter is to inform you of a change in our plans for modifications of the electric system and a postponement of the date by when we need approval of the requested license amendment TVA BFNP TS 143 License amendment reauest TVA BFNP TS 143 was based on the final configuration of the system. However, it has now been determined that this final configuration cannot be implemented for some time.

The configuration of the Browns Ferry unit 2 auxiliary electrical system upon startup from the current refueling outage will be the same electrically as it was before the outage. Consequently, we will not need approval of TS 143 for startup of unit 2 from the refueling outage and wish to withdraw our request for approval of it at this time. This supercedes the request in our above-mentioned August 6, 1980, letter.

This request for termination of the review of TS 143 at this time has been discussed with members of your staff. We regret any inconvenience to your staff caused by our change in plans.

Very truly yours, TENNESSEE VALLEY AUTHORITY Ab
