Dear Mr. Bernard:

Enclosed are copies of the revised Technical Specifications as requested for license reevaluation of R-92 (docket no. 50-192). Also included is a revision of the current staff funding and the expected staff funding over the next several years. These funding changes are expected to improve the operation of the laboratory. I regret that major changes in the staff which have also occurred have led to signi-ficant delays in response to license renewal information.

The enclosed Technical Specifications are written primarily from the original specifications, current safety analysis report and example formats provided. Some minor differences exist (system of units etc.) but the major intent has been left unchanged or more clearly amplified. Several items such as fuel measurement times and rod drop times are believed to still be conservative although different from original specifications.

Although current facility operation reflects the Safety Analysis Report of December 1978, a review has indicated a few typographical errors and several areas in which more current information is available.

A careful review of all sections of the document are being made. An effort is underway to correct the deficiencies and rewrite to a foraat following General Atomic's more recent experience. Copies will be forwarded immediately upon completion.

A re-quest for renewal is also in effect for SNM-180 but eventual consolida-tion of materials to the R-92 license would simplify numerous administra-

- tive difficulties. Materials of the SNM-180 license consist of 128 gms Pu in PuBe neutron sources and a subcritical assembly of nominal 20%

l enriched uranium (470 gms U235) in a homogeneous polyethylene cylinder with graphite and polyethelene reflector. The assembly is used for graduate experiments and teaching.
