Submittal of Information on N9C Task Action Plan Item II K.3 27; Common Reference Water Level

Dear Sir:

Reference (b) required all BWR licensees to provide a common refere.9ce for reactor vessel level instrumentation. We have evaluated this requirement and have concluded that such a change has some benefit. The changes required to implement this option include replacing the scales on the RPS/ECCS and Feed Control indicators and recorders so that the level referred to by each indication device is the top of the enriched fuel.

In addition to replacing the scales on the individual indicators,. extensive procedure revision, operator retraining and preparation and approval of a Technical Specification change is required. Although the hardware changes could be accomplished in a reasonably short time frame, it' is our position that the longer, more comprehensive program, including procedure revision, independent review and approval, hardware changes and ' operator retraining is required if the common reference level changes are to repretent an enchancement in plant safety. It is anticipated that this program can be completed by January 15, 1981. A proposed change to the technical specifications will be submitted by separate letter by November 14, 1980.
