Response to Noncompliance Item for Dresden Unit 1, AEC Docket No. 50-10 7

Dear Mr. Gr.er:

The following is presented in regard to the item of noncompliance with Technical Specification J.S.a. (3) noted in Re,ference (1).

Specifically, Dresden 1 chimney discharge rate averaged over a 48-hour period exceeded twenty percent of the License Limit for Iodine-131 and particulates with half lives greater than eight days.

Technical Specification B.8.C.(4) defines such an event as an abnormal occurrence.

Technical Specification J.5.a.(3) requires that Commonwealth Edison notify Region III Regulatory Operations Office within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of.any abnormal occurrence.

slightly exceeded (26% of the License Limit).

The 60-hour analysis has previously been used only as a " rough" indication.

This reporting action was subsequently determined to be in noncompliance with Technical Specification J.5.a. (3).

Hence, the following preventive steps have been taken:

1.

A daily plot of the Unit 1 chimney discharge rate (averaged over a 24-hour sampling period) for Iodine-131 and particulates with half lives greater than eight days, as estimated by the preliminary (60-hour decay) data, is being maintained by Radiation Protection Department management personnel.

An appropriate plot will be maintained as long as this analysis is required.

2.

A written procedure was placed in service which requires the personnel who perform the analysis immediately notify Radiation Protection Supervision whenever either the preliminary (60-hour decay) analysis or the reporting (7-day decay) analysis indicates a Unit 1 chimney discharge rate (averaged over a 24-hour sampling period) for Iodine-131 and particulates with half lives. greater than eight days in excess of 10% of the License Limit.

The above steps assure that any future releases from the Unit 1 chimney of Iodine-131 and particulates with half lives greater than eight days in excess of 20% of the license limit will be reported within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of the preliminary (60-hour decay) indication.

Hence, full compliance is assured.
