Dresden Station Units 1, 2, and 3 Inspection Report Nos. 50-10/76-11, 50-237/76-14, and 50-249/76-12 NRC Docket Nos. 50-10, 50-237, and 50-249

Dear Mr. Keppler:

Following is our reply to the items of noncompliance identified in the Enforcement Items in the Summary of Findings section of the subject reports.

Infraction 1:

No reply required.

Infraction 2:

LPCI Surveillance.

The surveillance scheduling system identified this require-ment and operations personnel were notified of the requirement.

Unit 2 was in the final weeks of a refueling outage during May 1976 and the surveillance was delayed without proper consideration of the Technical Specification requirements.

The surveillance continued to be indicated as past due on the weekly surveillance schedules.

However, it was delayed with the presumption that the testing re-quired for startup would occur at a time consistent with the monthly surveillance requirements.

The test was not completed prior to startup as planned and the May 1976 surveillance was missed.

Corrective Action:

The surveillance was successfully completed on June 1, 1976.

The surveillance schedule system was reviewed and judged to provide adequate notification of due and past due surveillance.

To avoid recurrence of missed Technical Specification required sur-veillance, the responsibic management personnel have been made aware of this occurrence and its significance.

Date of Full Compliance:

Full compliance was achieved with satisfactory completion of the surveillance in June 1976.
