Dear Dr. Morris:
Pursuant to 10 CFR 50.59 and Paragraph 3.a.(4) of License DPR-2, as amended ("DPR-2"), Commonwealth Edison Company reques ts that Appendix "A" of DPR-2 be amended to allow the operation of a modified fuel des 1 n, designated Type V fuel, in the Dresden reactor.
2 The amendments proposed are as follows:

Determination of Maximum 9eactor Power" of Section "D.

to DPR-2 to read in its entirety:
"3.
Determination of Maximus Reactor Power The rated power of the reactor shall be linited to a maximum steady state value of 700 ml(t).
"The maximum allowabic steady state heat flux limits expressed in units of 3tu/(hr)(ft2) shall never exceed the following values:
Fuel Type I 350,000 Fuel Type III 360,000 Fuel Type III-F 390,000 Fuel Type V 360,000 Fuel Type PF-10 510,000 Fuel Type SA-1 425,000 "The reactor shall be operated within the above limits such that a minimum burnout ratio of at least 1.3, evalu-ated at 125 percent of rated power, will be maintained in each type of fuel closest to burnout in the hottest channel in the core based on a uniform steam quality over the cross section of the channel.
This burnout ratio shall be based upon the correlation in Edison's
" Recommended Curves of 3urnout Limit for Design and Operation of Soiling if ater Reactors", dated January 3, 1962.
The reactor shall be operated always well within the bounds of stability, as evidenced by the operation itself and any experiemental data produced."
Amendment No. 3 Amend Appendix "A" to D.PR-2 by deleting TA3LE II (revised 3/16/65) attached thereto and substituting Table II (revised 3/25/66) attached herewith.
Pursuant to 10 CFR 50.59 and 3.2.(4) of DPR-2, a Description and llazards Evaluation Report in support of the proposed amendments to Appendix " A" is attached hereto as "EXIII3IT I".
In our opinion the proposed cnanges shall not result in hazards which are greater than or different from, those analyzed in the !!azards Summary Report, specifically there is (1) no increase in the probability of, or (2) no increase in the possible consequ.nces of, or (3) the creation of a credible probability of an accident different from, those accidents QD
