Contrary to the requirements of the Order for Dresden Unit 1 dated June. 23, 1976, metailed analysis of all portions of the 3
plant pro'tection system, which show that the modified systems meet the single failure critorion, were not submitted to NRR by ~;ptember 1976.
Discussion:
The failure effects mode analysis cannc' be carried out until the system design is completed.
On September 2, 1976, the Nuclear Licensing Administrator was notified by the Engineering Department that the system design was not e::pected to be completed l
until early September and the FEMA could not be completed by the j
end of September.
At this time, a modification of the Order should have been rcquested.
However, it was not initially recognized that this request for information had been incorporated into the license and the initial plan was to submit all available information by September 30 vith a schedule for furnishing the remaining i'tems.
This is the p;vcedure normally followed when it is not possible to meet a schedule for furnishing information.
Corrective Action:
The failure effects mode analysis (FEMA) is in the final stages of preparation and will be submitted to NRR on November 15, 1976.
J Corrective Action to Avoid Recurrence:
Corrective action to avoid recurrence will be to distin-quish requirements of Federal Regulations and the license from the other requcJts for additional information.
This will be done by clearly noting these special requirements on the routing cover sheet.
Thus, futurc communi cations to the NRC of this type will be submitted in a timely manner and couched in the appropriate form.
Date of Full Compliance:
November 15, 1976 will be the late of full compliance when the FEMA is submitted.
l Methods to denote special license and federal regulation requirements are now in place.
